Changing to dark theme does not apply the theme.
Tired it on this forum and it works here, so any ideas.

I've done some more testing and if I change theme to dark then in another part of the forum it will change but if I go back to another admin menu the default theme is reapplied.

try clearing your browser cache, that fixed it when I had issues

That is the desired behaviour, it means if you bugger something up in the theme, admin will always be usable
