The Language manager has had a complete revamp with a new look interface and an editor for editing email templates for different languages.
If you are in the 'Language Editor' you should be able to access it from your 'My Stuff' menu

That E-mail template is nice.
In last version we had a table in Language manager where we could sort by columns. Then I easily could see if there was something that needed to be translated. Can we have that now?
