You should now see a "Language resources" link in your 'Forum' Menu dropdown, this gives you access to the online resource manager, you can add/update resourceId's here

there is also an import/export facility which will allow you to upload/download a csv file of a particular language.
It is also quicker to use the gridview as you can then filter it to see which strings are missing etc or easily find a string

They are normally cached so that the forum doesn't need to keep fetching them from the database, however sometimes the cache doesn't appear to clear.
It may help if you switch languages however.
